FUNCTIONS OF SEAMEN’S WELFARE
Functions of the Committee:-
- . To promote co-ordination among the voluntary organizations engaged in the welfare work of Merchant Navy seamen;
- . To plan & implement or to give advice on schemes for the welfare and improvement of working conditions of the merchant navy seamen and, in particular, for their training, and for the exercise of the said function, the Committee shall be competent to collect contributions to enhance the amount of the fund and to sanction expenditure from that fund without reference to the Ministry of Finance.

The committee since its constitution has convened 39 meetings beside welfare of seamen’s. The committee has approved the following items of welfare beside construction of Seamen’s Welfare Hostel along with some shops, which have been given on rent to general public through open advertisement to cope with expenditure on the Seamen's Welfare.
- . Maintenance of expenditure on Seamen's Welfare Hostel;
- . Providing accommodation to Seamen on nominal charge of Rs.5/- per day;
- . Transportation of dead body of seamen;
- . To look into the problems of seamen;
- . Settling disputes between seamen and ship owners/agents;
- . Settling disputes between seamen;
- . To award scholarship to seamen’s children;
- . To maintain close contact with Seamen’s union;
- . To help seamen declared distressed;
- . To visit ships for checking, living conditions of seamen and food provided to them (Shipping act-XXI) of 1923 Section 91;
- . To pay visits to the Hospitals to enquire about the welfare of sick seamen;
- . To look after seamen’s Hostel affairs and to maintain discipline in the hostel;
- . To assist retired seamen in getting retirement benefits;
- . Assist seamen in getting/settling compensation claims;
- . Receive Pakistani Seamen deported from abroad;
- . To arrange medical aid/hospitalization for the ailing seamen, residing in the hostel;
- . To arrange re-creation facilities for the seamen in the hostel;
- . To arrange burial/dispatch of dead body of seamen in case of his death;
- . To recover rent from the shop-keepers of seamen hostel and to renew the lease agreement of the shops in the seamen hostel building every year;
- . To collect the rent from the seamen’s Hostel residents and issue receipts to them;
- . Control and supervision of Merchant Seamen’s Welfare Fund and arranging meetings of Scholarship Committee, Purchase Committee and Recruitment Committee in the Hostel; and
- . Supervision and periodical checking of the canteen in the Seamen’s Hostel Building;
SEAMEN WELFARE HOSTEL
M.S.W FUND SOURCE
An amount of Rs.2,91,825/- was received as Pakistan’s share from the Indian Merchant Seamen’s (war service) Fund and Rs.100,000/- from Merchant Seamen’s amenities fund. The total amount was Rs.3,91,825/- out of which, the Merchant Seamen’s Amenities Fund Committee invested Rs.300,000/- in the shape of securities, bearing interest at 3%. The balance upto July 1963 stood in the Bank is as under:-

In April, 1977, the MSW Fund rose to Rs.6,82,861 only through the sources of interests on investments. Four other negligible-sources also supported the fund.
