After collecting passports, other necessary and relevant documents from those Pakistani workers who intend to go abroad for employment, selection/recruitment is made.
1. By foreign employer himself
2. By representatives of foreign employer.
3. By Licensed Overseas Employment Promoters on behalf of employer
Foreign employer/his representative makes selection of his choice. It is ensured that transparency is observed in selection of right person for the right job purely on merit. It is further ensured that genuine Pakistani worker is proceeding abroad for employment on genuine documents. After selection, visa is got endorsed from the Embassy of the host country, by the Overseas Employment Promoter(s).
GOVERNMENT FEES AND DUES ETC. (RULE –23)
Prior to getting registered the selected/recruited Pakistani workers with the respective office of Protector of Emigrants, the Overseas Employment Promoter deposits the following services charges in the nominated branch of bank.

After grant of permission, the Overseas Employment Promoter will complete the process of recruitment; arrange visas for the selectees /nominees, arrange for their medical check up, get each worker insured with State Life Insurance Corporation for a sum of three hundred thousand rupees and produce the emigrants before PE for registration within validity period of permission. The Overseas Employment Promoter will apply to the Protector of Emigrants for registration of F.S.A. on prescribed form (Annex _E) and submit the following documents in respect of each emigrant along with copy of permission and press clipping of advertisement so released, where applicable.
. Passport
- . National Identity Card (Photocopy);
- . Four copies of Foreign Service Agreement duly filled in. Adhesive stamp of the value of Rs. 5/- shall be affixed on two copies each for the emigrant and the employer;
- . Bank certificate on Form-7 or Form-9 if the employment is for a shorter period (in original + photo copy) and Form-7A in original;
- . Certificate of Insurance from State Life Insurance Corporation (original + duplicate copy);
- . Copy of N.O.C./deputation letter in case of ex-service men/ ex-government employee/Nurses; and
- . Original Challan for deposit of registration fee at the rate of Rs. 100/- per emigrant deposited in government treasury/ State Bank of Pakistan/National Bank of Pakistan in the Head of account No. “1253600”(Registration and other fee 99-A)
- . After being satisfied, the Protector of Emigrants office registered the selected workers.
- . The same day the intending migrant workers are acquainted with their rights, working conditions, terms and conditions of foreign services agreement reached between the employee and the foreign employer, norms, Labour Laws and Rules and Regulations of the host countries. The briefing lectures delivered by the Orientation and Briefing Officers encompass all the essential and relevant information including AIDS and its preventive measures as well. They are also informed that “what to do” and “what not to do” while working abroad. The Overseas Employment Promoter ‘afterwards’ delivers the relevant documents to the registered migrants workers, and also makes arrangements for dispatch of the selected workers to the country of their employment.
