Question: What action is taken against the Overseas employment promoters on the complaints from intending emigrants?
Answer: Show Cause Notices are issued to the Overseas Employment promoters. In most of cases grievances of the complainants are redressed by the Overseas Employment Promoter and the employers. Licences of the Overseas Employment Promoters are suspended/cancelled/security forfeited. Complaints against non-Overseas Employment promoters are referred to FIA for necessary action against them.
Question: The Overseas Employment promoters charge/exorbitant/huge amount for employment. Is it allowed under law; what is our Government fee?
Answer: There is no provision under the emigration Laws for charging money for employment abroad from the intending emigrants. However,, they charge Air passage from the emigrants in cases where employer does pay the air passage. The emigrants are required to deposit Rs.6150/- in case of registration through Overseas Employment promoters> The break-up is as under:-
i) Service Charges of the Overseas Employment Promoter. .Rs.4450/-
ii) Welfare Fund. ............ Rs.2000/-
iii) Insurance Premium. ..................................... Rs. 650
iv) NICOP Fee ..........................................Rs. 900
Total: ..............Rs.8100/-
In case of the Direct Employment, Rs.6150/- is charged from intending emigrants. Break up is as under:-
i) Government Registration Fee. Rs.2500/-
ii) Welfare Fund. ... Rs.2000/-
iii) Insurance Premium. .. Rs. 650
iv) NICOP Fee ......Rs. 900
Total: .......... Rs.6050/=
Question: Violation by employer, steps/action taken by Embassy of Pakistan to help the emigrant?
Answer: In case of violation by the employer the emigrants are required to bring the matter into the notice of Embassy of Pakistan. Community Welfare Attache settles the issue otherwise the matter/dispute is referred to the Local Labour Court for settlement. The Overseas Employment Promoter is also directed to persuade his employer to abide by the contractual obligations.
